Editorial ethics

Editorial ethics of the journal «Vestnik. The Philological series» is a set of rules that guide the publication of articles.

The Editorial Board in its work is guided by the Law of the Republic of Kazakhstan «On Copyright and Related Rights»  of June 10, 1996 (with amendments and additions as of 13.05.2020).

Ethical principles and obligations of the editorial office
1. The Editorial Board is fully responsible for everything that is published in the journal " Vestnik. Philological series"
2. The editorial board of the journal controls the entire process of working with articles submitted to the editorial office, from assessing the compliance of materials with the direction of the journal, reviewing, contacting the author, preparing the manuscript for publication and sending control copies to the Book Chamber and to the national libraries of the country.
3. The editorial board of the journal is responsible for maintaining high ethical standards of publications that correspond to accepted and established in the scientific community, strives to improve and develop the journal.
4. The editorial board of the journal is fully responsible for the impartiality in the evaluation of articles submitted to the journal, ensuring their blind review and timely informing the authors about its results.
5. The editorial board of the journal is fully responsible for observing intellectual property rights and restricting access to manuscripts submitted to the editorial office. Information about received and unpublished articles is not subject to disclosure, the scientific information contained in them cannot be used for any purpose.
Ethical principles and obligations of editors
1. The editor-in-Chief and the technical secretary of the scientific journal are independently and independently responsible for making a decision on publication, relying on cooperation with the editorial board, the international expert council and the editorial board of the journal. The scientific content of the work under consideration and its scientific significance should always be taken into account when making a decision on publication. The editor may be guided by the policy of the editorial board of the journal, current legal requirements regarding libel, copyright, legality and plagiarism.
2. The editor-in-Chief and the technical Secretary should evaluate the intellectual content of the manuscripts regardless of the race, gender, sexual orientation, religious views, origin, citizenship or political preferences of the authors.
3. The editor-in-Chief, the technical Secretary and the editorial board are not required to disclose information about the accepted manuscript to third parties, except for authors, reviewers and other consultants.
4. Editors should refuse to review manuscripts in case of conflicts of interest due to competitive, joint and other interactions and relationships with authors, companies and other organizations associated with the manuscript.
5. The Technical Secretary, who has provided convincing evidence that the statements or conclusions contained in the publication are erroneous, should inform the editor-in-chief and the publisher about this in order to notify as soon as possible about changes, withdrawal of the publication, expression of concern and other appropriate actions.
6. The editor-in-Chief, together with the publisher, shall take adequate response measures in case of ethical claims concerning the reviewed manuscripts or published materials. Such measures generally include interaction with the authors of the manuscript and argumentation of the relevant complaint or claim, but may also involve interaction with relevant organizations and research centers.
Ethical principles of reviewers ' activity
Reviewing is the main part of the publication activity of the journal " Vestnik. The philological series", which is aimed at ensuring the level of publications that meet the standards accepted in the academic community.
Reviewers should be guided by the following ethical principles when implementing the blind review process:
1. The reviewer is obliged to agree to review only those articles that fall within the scope of his scientific interests.
2. The reviewer is obliged to inform the editorial board about the conflict of interests in a timely manner.
3. The reviewer is obliged to respect the confidentiality of the review and not to disclose the content of the article or review to anyone during or after the review.
4. The reviewer has no right to use the information obtained during the review.
5. In the process of reviewing, the reviewer must be guided by the principles of objectivity and constructiveness, should not allow a subjective assessment of the reviewed materials in case the author's position does not correspond to his own scientific views.
Ethical principles and obligations of authors
1. The author is responsible for the accuracy of the materials provided for publication and the compliance of the published research with ethical and legal standards.
2. The author is responsible for the fact that the manuscript submitted for publication has an original character, is not plagiarism, has not been previously published and has not been submitted for publication in another journal.
3. The author is responsible for the fact that the article submitted for publication is not a translated language version of his previously published works.
4.In interaction with the editorial board, the author is obliged to show a respectful attitude corresponding to the academic community, to respond correctly to the requirements of the editorial board and the reviewers ' assessments.
5. In case of any misunderstandings in interaction with the editorial board and reviewers of claims or disagreement with the requirements or actions, the author is obliged to submit his claims in writing to the editor-in-chief of the journal.
